Things to consider before choosing a FOB target: To get started with FOB missions, when looking at potential targets, you will want to attack the 'Base Development Units' as these often have the largest amount of resources for you to steal. Levelling up your Base Development Unit on Mother Base will improve the speed at which your unprocessed materials get developed. Then, like regular resources, you need to wait for the unprocessed stuff to become processed. You will visit rival FOBs and you can find containers to extract, just like in the single player mode. To get more online materials, I would recommend completing FOB missions from the 'Missions' tab in your iDroid and stealing resources. This includes your vehicles, weapons and walker gears. The online resource are the stuff being stored at your FOB and are indicated by the globe icon. The figure with the globe next to it indicates your online stuff. Here you will see your processed resources. To view your 'online' resources, from your iDroid, go to 'Resources'.

Since the October update, you now have offline and online resource. You do not need to have your console turned on or the game running. It also takes around 26 hours for the nuke to be developed. You need a large amount of 'online' resources to complete this. After Mission 31, or there arounds, you get the option to build a nuclear weapon.
